What have you tried so far?
If it were me I'd bust out the trusty 3M Adhesive, Tar, and Wax Remover. Or maybe a little mineral spirits. I'd also consider Simple Green or a good all purpose cleaner. Heck, I'd even try vinegar.
As for keeping trim looking good, you could use a water-based protectant like 303 Aerospace or Vinylex. Or something like Mother's Back To Black. A new product I've been using which works great is Stoner's Trim Shine. I got it at AutoZone for about $4.00. I use it on wheelwells as well as exterior trim and it looks really nice.
Usually I'd recommend Forever Black but my last few applications have been streaky so I'll no longer suggest this product until I can figure out how to get it to work properly.
