I assume these scratches can be felt with your fingernail. If so, its still possible to fix even if they can't be buffed out. A talented detailer can feather-sand the scratches then buff out the sanded area, effectively blending in the scratch.
Beyond that the entire can could be wetsanded and buffed out. This will remove some of the clearcoat but the result (if done correctly) would be a spectacular finish, very glossy and deep with no orange peel visible.
Both options are lots cheaper than a full respray. You may want to look into them before making an expensive decision. Good luck.
