My wife did something similar to our Suburban Z71 Plastic wheel well molding. I used a degreaser (oh my) on the plastic part and got all the paint off (looked like yours there). The degreaser did not harm the plastic BTW. I then used Novus Scratch remover to "buff" the scratch marks. The stuff works pretty darn well. I got the tip from Autopia BB a while back. Use Mother Back to Black on it after your done.
Overall it looked 95% after I was done. Over time it just sort of blended away and now you can't see a thing;)
From your picture though mainly looks like paint rub on the molding. That should come right off and look decent without the scratch remover.
