I have the same problem with my 9-3 linear during the winter. It snows all the time where I live and its impossible to keep the wheels, let alone the car, clean in the winter. Good news, though. during my spring detailing last spring i was able to get about 90% of the gunk off of the wheels. Some staining remained but it dissipated as i washed during the warm months. I used full-strength Simple Green and let it soak for about an hour, then used a brush to scrub. Hope that helps, good luck!
