Your best bet would be to clay the paint. This is done with detailer's clay, mother's makes an easily obtained setup that can be found at most auto stores and some walmarts and the like. It is about 15 to 20 bucks. There are also "better" clay bars available online at Griots and other car care shops. Bassically, the surface of the paint is sprayed with an "instant detailer" as a lubricant, then the clay bar is run moderately firmly across the surface. This skims off the layer of crud on top of the clearcoat and levels it down to the surface. It also happens to make the car look a lot better overall when combined with a good polish and glaze and wax job. In the end, the paint will look much better as there will be no color contamination in the paint. If this doesn't work, a compounding is the next step up. An abrasive paste is rubbed in to the paint by an orbital buffer to avoid swirls. This is done with progressively grittier abrasives till the paint is clean. It should be done by a trusted professional detailer as it is quite easy to wear straight through the paint into the primer or even metal. If this doesn't work, the only last resort will be a new paint job. Given your friends paints condition, ie. clear coat still intact, only surface contaminatin; a clay bar job should be thourogh enough to restore the paint to perfect, showroom condition. It can be done professionally for 50 to 100 dollars, or DIY for about <$20. If DIY, remember to keep the paint lubricated and to turn the clay frequently. After the pain must at least be waxed. For showcar results, it should be glazed, then polished then waxed, preferably with top notch products. In any case, I would suggest talking to a qualified detailerfirst, that'll steer you in the right direction. Good luck, it shouldn't have any problem. As an afternote, I would like to add that although I don't know for sure what it is that's contaminating your friends paint job, I would say that it is probably either tree sap, or road tar from a fresh road, it is also remotely possible that he was painting his house with an airbrush and it misted onto his car.
