I thought mine did. Before I painted it last summer. But when I was sanding it down I had a couple places that turned white like when sand down a clear coat. I agree with the rest of your comments about waxing and the pad turning red. Mine did that too. Plus the water running down the street after each wash, rags too. Course I lived in TX most of the cars life so we had allot more sun exposure then others in the north.
In the 80's alot of the car plants were running mixed paints. Meaning they were trying new thing. Ford tried to combine the elpo coat with the prime. Didn't work. peelers then GM also tried to combine processes, also failures. Chevy trucks with peelers. Now most of them have gone to a powder primer and solvent or waterborne liquid topcoat clear coat processes.
Now they are looking into powder for topcoat and clear coats. They're more resist to the elements and the EPA doesn't tax them as bad. You can bet your ass it's more of a savings to go with powder. Soon as they find a way to bake them out without the high temp. They'll be rolling out.
