I think you are much better off to clean - sand/detail - and paint. The factory applied primer seemed to be very good in those days, and I don't think new primer will be any better. If you are wanting extra good finish you might look into powder-coating, but make sure it's by someone with knowledge/experience with aluminum wheels.
