Clean them up with a wire wheel and then use one of two options.
1) Naval Jelly leaves a white/gray coating of iron phosphate that will inhibit future rust.
2) Use rust neutralizer to get a black residual paint like coating.
I used to use the neutralizer alot but have gone back to Naval Jelly latelty. It's less expensive and seems to handle heavy rust better. I just re-paint the part if i don't want it gray.
There are other more expensive treatments like POR-15 that are supposed to do a better job but I haven't tried them yet.
