Sounds like your looking for rust proofing, but I'm not sure by what mean 'to fill the gaps'? I'm in Ottawa, Canada and we get lots of snow and unfortunately, salt. Cars rust bad! I've kept all of my Saabs well past their 'best before dates' and in the end, when I sold them, they had very little rust (my '86 SPG in particular with 300,000 Km had no rust).
To prevent rust there is only one choice...oil. Actually chain saw oil, heated and brushed on is best....rain never washes it off! It dries in a few years, but I'd soften it with automatic transmission fluid (supposedly many shops use this stuff as rust proofing). Trans fluid isn't as bad on rubber as regular oil. It can be heated and sprayed on with a pump type garden sprayer.
If you want to go more professional, some of the wax-oils are very good. I paid good money to have my 'new -to-me' Viggen sprayed with this stuff by Krown, only to find that when I opened the doors to install new speakers, they didn't put anything in there!!!
In the end there is nothing that's perfect. All oils will deteriorate rubber, but it's a lot easier to replace bushings and such then fix rust. The worst you can do is use some of the tar like rustproofing that will harden and actually speed up rust by trapping water. Vaseline works well too and can be applied on surface rust and cleaned off with Varsol in the spring (I had Toyotas is the '70s....I know about rust!!!).
