bumper repair question

i have a ng900, and yesterday someone hit my bumper in a parking lot. of course, they did not leave a note with their contact info.
the damaged area is about the size of a softball. it is scuffed, and there is a 4-5 inch crease where the plastic bumper skin was broken. i need to use some kind of filler on the creased part. can i sand and fill with fiberglass filler? will it hold to the plastic? if not, what should i use?
