The dullness of the car is caused by oxidation of the car. To restore the paint it will depend what you have. For maximum restoration you need a rotary or a random polisher like a Parter-Cable.
Normal process with polisher:
Wash
Clay
Wash
Polish
Sealant or Wax.
If you do not have a polisher and not familiar with detailing, I would recommend to:
1. wash your car.
2. Use Klasse AIO to remove oxidation
3. Apply a sealant (like Klasse Sealant : can be difficult to remove) or a carnauba wax.
4. Use microfiber towels for buffing.
Sorry I can't help you with your second question, I live in Belgium.
To have better recommendations please post what products you have.
