My wheel paint was so thin on my original Saab/Fondmetal 9000 Super CS wheels that it came off with almost no rubbing at all. They had tons of corrosion and stuff too.
I posted last year on this BB my procedure, which has held up well. Read my post that I've linked.
One recommendation I have is to make sure your "clear coat" isn't lacquer based, because it won't be smooth like the originals. The Wurth wheel kit's clear coat was lacquer, and I think I'm going to try and sand that down and get another type of clear coat on there. That finish is totally indestructible, though.
