What size of orbital and scratches removal.

I am planning to buy an orbital polisher. There's two sizes 4 inches(battery) and 10 inches.
Also I think the previous owner took the car to the automatic car wash often. There is many very fine scratches all over the car (black). I bought a clay bar, is it going to remove the scratches?
