No I did not. My thought was there were only a very few shallow rust spots on the supporting arms, none on the actual deflector itself and so I sanded lightly, careful not to sand thru to bare metal except where the rust was and just applied too coats, 24 hours apart. Had there been a lot of rust on the arms or any on the deflector, I likely would have sanded more aggressively and applied a primer from the same paint brand.
