It might be a weak ABS pump or a sticking pressure solenoid.
But I would first of all make sure that the system is bled properly.
You are aware of that the ABS system cannot be bled succesfully the old fashioned way with someone pressing the pedal while you open the air nipple?
Instead, the best way is to use a pressure bleeder that you hook up to the reservoir and that pushes new fluid through the system.
Since it take 10 (rapid/hard?) pushes for the light to come on, I don't think the accumulator is bad.
