OT: alternator voltage too high? (+)

Not a SAAB. 1996 Chevy Cavalier. Battery died. Install new battery. Voltage with engine running -- 13.95V. Turn off the car. Voltage at battery terminals -- 13.1V. Turn on the car. Voltage with engine running -- 16.7V!
This is way too high, right? Voltage regulator bad?
