Often dealers get the cleaest, nicest cars and 2nd tier cars go to the independents. Dealership pricing philophies vary widely. Here at Marvin K. Brown we start at our "No Hassle No Haggle" price and sell quite a few for what we ask, especially when you have new cars with much higher prices to compare. If a car hangs around for 30 days then we might advertise it for less and over 60 days even less still.
Sometimes you can meet customers expectations on price sometimes not. You try and sell for a fair price first time, but sometimes a customers idea of fair still leaves a fair profit because the dealer bought the car right or spent less than planned.
You're never wasting anyones time at a dealer by making an offer on a car. It should be a straightforward process to test drive, and present an offer. A little organization in this process is valuable. Do drive the car you intend to buy and do be willing and able to buy for your price. Often customers won't drive and won't show willingness to buy, but instead just want to know if such and such is possible before proceeding.
Be real with your salesperson. They need to sell your motivation to the dealer sales manager and are generally more than willing to show you the book values, reconditioning reports, service histories to back up their price. Better a minimum commission than none at all. Sales managers generally have a very high tolerance for a "properly worked deal". That is the back and fourth, offer, counter offer, may result in a deal much less than they had imagined because they salesperson and the customer persisted politely. Other dealers have true one price philosophies and save themselves a bunch of brain death.
