For either of you, it sounds like simple water-cooled panels. If you can't get any better 'expert' advice or inspections, this stuff is pretty much a plumbers job. The panels are going to have water tubing running through, and if you get a plumber to inspect the house before you buy, he could look for leaky fittings or shaky condition of any pumps or valves.
I imagine these would be a kind of supplemental heat for your water heaters. Overcast days are one thing, but you have to be able to get hot water at night! So I believe there's going to be a gas or electric water heater somewhere.
