the site is the "industry propoganda", and while it is all technically true, they leave out some other details.
Fuel economy is worse. Ethanol has lower btu/gallon and lower btu/lb. Not much worse, but worse. So you hope it either costs less or is used as a substitute for something even more costly.
Emissions improvements are a function of the antiquity of the vehicle. Modern fuel injected and catalyzed cars emit virtually no CO or HC, pollutants that ethanol *will* reduce in some older vehicles or vehicles with decrepit catalysts.
The extent to which ethanol is helping planet earth or not has to be looked at in the context of the total pollution and energy drain associated with farming. Here we have a massive "dead zone" extending a hundred miles (or so) from the mouth of the Mississippi, it being a result of both farming and oil production (the oil producers have channelled the Delta, so river water which used to languish in the swamps now gushes straight out. Farming has increased by many fold the nutrient level in the river, resulting in algae blooms and oxygen depletion when the algae sinks and rots.
Not the simple answer that the corn growers of America would like us to believe.
