If my old PowerBook is anything to go by, either should be fine. Although you note your wife is using Photoshop, which likes fast processors. If the image editing work is heavy duty she'll be better off with a G4 processor, but if she is only doing minor stuff the G3 will be fine. My current PowerBook is 4.5 years old and does the job fine, 10 hours a day. (I do technical and marketing writing with some layout & design in QuarkXPRess and some light to medium Photoshop work). However, compared to the iMac my kids use it is much slower. For the $200 difference, I'd say go with the PBook if you can. Which ever you get, get extra memory. Too much is never enough. Have at least 300MB if you can, as the newer programs (and OS 10.x) really like memory.
However, there is no real difference in portablility between a 12" and 14" iBook. And a bigger screen is easier to use, especially if your wife is using it for class stuff. Try to find a place, like an Apple store, where you can play with each box.
