This is what happens, based on my experience moving from the US left coast to the Canadian right coast last year: On crossing the border, you declare your vehicle (and, incidentally, all other personal possessions even if they are shipped by a moving company. I didn't have my packing list on hand but Canada customs was very helpful anyway). Canadian customs then gives you a vehicle importation form. You then have a certain amount of time (1 month?) to have the vehicle safety checked in the province you move to. Most vehicles will also require modifications. My experience suggests these are minor -- my Toyota pickup only required installation of a daytime running light module for about $50. Canadian Tire stores (cross-country chain of autoparts, hardware, etc stores) can do the necessary changes to the vehicle and will then stamp your importation paperwork. Mail this in and you're all set.
I dunno about financing, or red cars in Alberta. I can say that my truck is maroon and insurance cost isn't bad.
