High beams can be flashed at any time, when the car is either on or off, regardless of headlight switch position. I do it all the time in our 1992 900TC, 1995 900S, & 2002 9-5 Arc. Saab considers high-beam flashing an important safety feature and thus allows it to operate at all times.
I think it's more likely that new Saab owners and uninterested spouses of Saab nerds are what create that "boy don't I feel like a fool for waving/flashing at that Saab driver" situation.
Doesn't phase me though, I always wave like the big geek I am! The few responses I get make it worthwhile! Heh heh...
