I just sold 4 17" rims from my 9000 with tires mounted on them to a guy in Vermont. I shipped them using US Postal Service. I got quotes from UPS and Fedex and USPS was the cheapest from Illinois (around $120 versus $160 from UPS).
I packed the tires myself, putting each rim/tire in a tire plastic bag. You can get these from NTB; tell them you need something to store your winter tire and they should give them to you free.
After putting the rims/tires in the bags, I covered each side of the rim/tire with one sheet of packing cardboard (making sure all rims sections are fully covered). I then taped over and around the cardboad and rim/tire to make a rigid secure package. I used strong adhesive tape and this worked very well. The package reached fine. You can put two sheets of cardboard on each side if you think one is not enough.
