Apparently glaciers covered most of Minnesota and only a little bit of Wisconsin. The result is that large parts of minnesota are pancake flat, but wisconsin has nice rolling limestone hills and spring creeks that support lots and lots of invertebrates - trout food.
If you do go to minnesota, there's a bunch of B&B's in Lanesboro and Prescott. The Root river (runs through town) is a great trout stream. It isn't that far south of I-90.
Actually though you'd probably have a lot more fun if you drive north along the western shore of Lake michigan. I believe the salmon are still spawning (see link below).
A big trout in Minnesota is 14", 8-10" is average. A typical Lake michigan salmon starts at 5lb.
