Proper use of F/R fog lights?

I use my front and rear fog lights like the following:
Front: (1) when there's fog (duh!); (2) when I'm on a twisty, rural road at night; (3) sometimes when I want to make more sure other people see me (bad conditions)
Rear: (4) bad conditions (snow, low light and raining)
I've seen people who turn their rear fog lights on a night, but I don't see that this helps at all. I've also seen people who put the other bulb in on the rear fog light, which I think totally negates its effectiveness.
Anyone use them at other times? Should I be using them at these times?
