I'd say it's psychology... Start a $200 item at $.01 and it will get quite a few bids before reaching the reserve. Therefore it looks "exciting", so more people bid, and it snowballs into a high price. BUT, if it doesn't, the reserve saves the seller...
Also, the seller's listing fee is based on the initial price, and I think the fee to have a reserve is a fixed price. Perhaps it's cheaper to list the item cheap with a reserve than to list a starting price at the reserve.
Ebay is fantastic, if you haven't realized it yet. I've sold probably $10k worth of SAAB parts, records, vacuum tubes, turntable parts, and misc audio crap on there. I've only had a few flakes, and have only lost $25 out of $10k+.
