how about a sliding scale on per gallon taxes based directly on the fuel economy of the vehicle. The more efficient a car you drive, not only does it make better use of each gallon, but you buy each gallon for less.
Drive a gas guzzler, you buy more gallons and those gallons are more expensive.
I don't know how you make this happen, but perhaps it's something as simple as a card that's distributed to you upon registering your car, or even smart pumps that sense a chip in your car that tells it what to charge you. This would be open to all sorts of fraud and end-user hacking but with adequate penalties it might work.
I do agree with what one poster said - no more taxes unless they are used for infrastructure, in THIS country.
