That is expensive. Look at the eMac refurbished on the Apple Store online, it's as low as $550. The 10 and 20GB HD's are worthless (loud, small, probably unreliable at this point in their lives). The scanner is worthless. 10.2.8 is vastly inferior to 10.3.3. 384MB is barely enough to run OS X properly.
VERY IMPORTANT: The G4 was available at 350Mhz with either a PCI video card, or an AGP video card. There are major architectural differences between these two configurations. The AGP G4 is a very expandable machine. CPU upgrades are available and DIY is very possible. The PCI-based systems are to be avoided.
The 15' LCD is nice, but the G4 box you describe is worth maybe $200. The LCD is worth about $150 (depends on condition). I would explore other options, or talk this person WAY down. Good Luck -AMG
