I can think of two reasons off the top of my head...
1) Cost.
2) With strict emission regulations, it's important to get the catalytic converter heated up quickly when the vehicle is first started - that's why a lot of newer cars have the cat practically hanging off the exhaust manifold. Getting heat into the cat is already harder with the turbocharger (more thermal mass & surface area). With a larger downpipe, even less heat gets to the cat - the larger pipe has more surface area to cool the exhaust gases, and the gases move more slowly.
