It's not just regenerative braking that helps a hybrid out. What hybrids really do is help maximize the effeciency you get out of the gasoline engine in them. The engineers can tune the gas engine to operate at maximum effeciency at a certain steady rpm over a long period of time.
A small gasoline engine can be made very effecient in a low-torque and constant-rpm application. But in order to help with acceleration and going up hills, many gasoline engines have to be bigger and less effecient than would be needed just for cruising. (one adaptation is some modern engines that "turn off" half of their cylinders for highway use).
That's where a hybrid's electric engine comes in, it helps with high-torque situations, and allows the vehicle to use a smaller, more effecient gas engine.
This partly explains why gas-only vehicles will get highway MPG figures close to a hybrids.
