Your math looks correct, but I think you want to calculate the future value of the bottom line price. Financing at 0% the future value is the purchase price ($27,500). Calculate the future value of the purchase price for option #2 minus downpayment and incentive ($22,500). Find f given p at the 5% over 48 mos, and then find a given f to calculate the monthly payment. My guess is that both option end up costing roughly the same.
Bottom line: Either option is better than a lease. The car will be paid for in 4 years. Who knows what kind of rate you will be able to get on the $21,000 at the end of the lease. Used car rates are usually different and it will be considered a used car.
