They figured out a long time ago how to cancel out the motion. narrow sliding shutters that move the opposite direction of the image motion can cancel that out. Read up on how the sr71 blackbird did aerial photos.
I suspect multiple exposures of the same scene can create more detail that can be computer interpolated together into one photo to create much sharper images. There exists consumer software today for cleaning up the effects that lenses impart to an image.
I shoot with telephoto and mirror lenses on the ground (from hilltops) and have a heck of a time with haze and temperature changes hurting contrast and detail, though I've made decent photos from 25 miles in good conditions. I use a D100 with a 300/f2.8 and a 1000/f10 mirror lens + teleconverter. I'm using cheap Japanese or Russian optics. I'm sure a space program can afford much nicer.
It's probably a lot easier shooting straight down, sorta like the sun is distorted at low angles through the sky, and is cleaner looking at high angles.
