Leave a note or take it up with my landlord?

I live in downtown Chicago where parking comes at a premium. I have a gated outdoor spot in an alley lot which has a total of 5 reserved spots. It is extremely tight parking and requires some skill to get in and out of the spaces. It used to have only 4 reserved spots but the landlord tried to maximize his money by slicing off a couple of feet from each spot to make room for another.
I had a feeling the snow would cause problems, and sure enough, it did. After a long day (and night) I arrived home tonight at 11pm to find my spot blocked by one of the other cars that has a reserved spot... she took up way too much of her own space and as a result I couldn't pull in to my spot. I parked several blocks away on the street (where my car risks being damaged). She is clearly either asleep or not home, because she wasn't answering her buzzer.
The snow isn't going to stop and neither are the parking problems. Do I take it up with the landlord, or the tenant?
