There are federal regulations to add some alchohols to prevent gas line freeze up. But with more and more of this stuff in most markets, there is enough of these things to prevent watter from freezing in the gas without having to add any more.
Note that oxygenated gas does not have free oxygen added to it, the oxygen in alchohol already reacted. The net effect is that the fuel has less combustion energy and will react with less oxygen when burnt. This tends to make things leaner with an engine that does not have an O2 sensor and closed loop emissions control. Not much of those things left on the road. For all of the other vehicles, the O2 sensor sees the leanness of the fuel and increased the amount of fuel used so that the net gain is zero. You get to buy more fuel as the fuel delivers less MPGs, but the agri-political lobby is happy, folks get to grow more corn, folks get tax breaks to run ethanol plants and you get it rammed down your throat. This situation is the result of special interest groups and a science ignorant and disfunctional goverment. And don't let anyone tell you that it is a bio alternative energy source. It takes more diesel fuel and natural gas inputs for ferilizer, insecticides, fuel for tractors and for truck to deliver corn to the elevators, propane to dry the corn, then truck it to the ethanol plant, power for the ethanol plant, diesel fuel to truck the ethanol to gasoline blending stations etc. It take more non renewable engergy to produce ethanol than it contains. And many of the input energy sources as utilized release CO2 as well.
