I don't like using more than about 12-15 psi for brake bleeding. I haven't done a comprehensive study of the tire-pressure type, but I suspect they don't have pressure regulators. The quick scan that I did on the net said it required a low-pressure source (around 20 psi) - which probably is where most spare tires start out.
The one I use is a borrowed homebuilt - it uses a cheap pump sprayer from a garden supply store, a reservoir cap from a junkyard, hoses, and a pressure gauge and fittings from the autoparts store. Probably cost around $30. Add fluid to the reservoir, screw on the new cap, and pump it up to around 12 psi, and bleed away.
I'm not sure of the issues with bleeding at too high a pressure - downstream of the master cylinder, the system can easily handle the pressure; the reservoir isn't designed for high pressure. I figure too high a pressure might be an issue because it could drive air into the fluid, or cause the fluid to move quickly, and not carry the larger gunk particles out. No hard facts on that, but I prefer to stick with lower pressures.
