Moving 9-3 production to Germany may be the smart move for short term profits. In fact, why not move all production to South Korea and Brazil and design/R and D to Malaysia?
In the long term, quality and perception does matter. Honda and BMW have excellent reputations and people are willing to pay a premium for it. If GM keeps beating on SAAB, eventually they will have to sell them at a discount and people still won't want it. Furthermore, if you treat a brand like an orphan, some people will be afraid to buy it.
People were afraid that the Cadillac Catera would be a short term fad and it was. On the other hand, Volvo has kept working on the brand so that people flock to it year after year. If Volvo launches a car, it sticks with it, not discontinues it like GM.
It's too bad because GM clearly has the technology to design cars well but somehow doesn't too often. Faded paint in Chevy's are common. Weird designs or not so well designed cars, like the Pontiac Aztek or Oldsmobile Achieva, litter GM history.
