I think that an education is 95% what you put into it, and 5% what's available (That is, what the school has to offer). Now, if you want to study art, don't go to a mining/engineering/tech school, or the other way 'round.
As for Als' predicament, make sure that the school he goes to has what he wants, or is diverse enough in its offerings so that when he finds out what he wants, he can do it.
I ended up at Gonzaga University, and haven't second-guessed myself even once.
As has been mentioned, connections make a world of difference at schools like the ones you listed.
And Cal is a great school (I grew up in NorCal). (Cal's kinda big, IMHO...I liked knowing every one of my profs personally).
