Accident --- Advice needed

Yesterday my mother-in-law got into an accident driving a '96 minivan with a '95 Galant. Police suggested, since both cars are pretty old, to settle privately if we want to. If we can't settle in 5 days, we go to the police station and will be writing police report. The Galant owner got an estimate of $4000 for his body work - right front door and the fender panel needs to get replaced. Does it sound like a fair estimate? It kinda sounds too much for such an old car, but do you have any thoughts? Both parties would like to settle and avoid insurance hike. I'm pretty sure the whole car (galant) won't even cost that much. What should we do?
