Since most vehicles built by GM these days are about as desirable as the crates they come in, this is a new marketing niche they have created, and are perfectly poised to exploit fully. Just kidding!! A 'crate' motor is a motor that you can buy pre-built from the factory - usually just a replacement stock motor. In this case (the 300 bhp ecotec) it is essentially similar to what you could have if you took a stock motor and tore it apart and rebuilt it with all sorts of performance add ons, only the factory has kindly saved you the bother. It's definitely a great thing, IMHO, and one positive sign that there are still some 'car guys' left at GM. We should all be thankful for that.
