...is a brick building about the size of a house. It used to house a big electromechainical switch, now it houses a much smaller electronic switch. All of the telco cable in your neighborhood converges on the CO. That is where the telco, and also independent DSL providers, hook up to the cable that runs to your house.
I never appreciated how badly maintained the cable plant was until I got DSL. For decades the telcos quite sensibly maintained the cables to carry voice only. Since the breakup of the Bell System, telcos are pretty much letting the cable plant deteriorate. I guess they figure at some point it will all be optical, wireless and maybe some coax, and then they won't need copper anymore. Copper cable has very high initial cost and very high ongoing maintenance cost. The telcos figure there is no point in their maintaining it at their cost for Covad's convenience.
Interestingly, as telephone service reaches previously unserved communities in the developing world, it is going straight to wireless, skipping the copper stage entirely, and greatly reducing cost and speeding penetration. Maybe that is why you are making so much money with your Qualcomm stock.
