I'm with Dean. First law says you can't get any more heat out than what the electricity puts in. Heat storage in that fluid can help if you feel the on/off switching is uncomfortable, but that's no different than just making the heater out of a heavier piece of metal. Nothing magic about it.
Electricity isn't usually the most efficient way to make heat. So the advantage still comes down to convenience vs. burning something like natural gas. That's for electric heating of any kind, nothing special about the silicone fluid heat storage.
