Also keep in mind that a car thats too slow can be as dangerous as a car thats too fast.
My parents bought me my '95 9000CS when I turned 16...I soon upgraded it to FPT and put SAS sways on, etc. I never got a ticket, and I consider myself a better driver than many people on the road. My dad, too, taught me how to drive well.
Like I said, a car thats too slow will be dangerous when trying to get on the highway and such.
My suggestion: get a mid 90's 9000 turbo (more reliable than older ones) and disconnect the BPC to make it a LPT until you feel he's responsible enough to handle 200 horses.
