It was already fairly run-down around the turn of the century (1900). The Manchu rulers were overthrown and formally out of power in 1912 but the former Emperor and his family lived there into the 1920s at least. When the Republican government fled Mao to Taiwan in 1949, they took most of the good antiques and art with them, leaving it basically empty and run down. Under Mao & company, it surely suffered more, but by the time I first saw it (1981), of many days spent exploring it, basically the left third was closed along with most of the right third. Only the central part with the major palaces was open and had been restored as well as China could then, still being a very poor country. There was still grass growing out of the yellow roof tiles on the main palaces, for example. I was last there in 1989 and to be honest it didn't look much different. I hear it has been spiffed up big time since then, with a good deal of the rebuilding for the Asian Games a few years ago. Others may have more info.
