What should be rebuilt in TX and LA?

On NPR last night I caught part of a talk show discussing whether or not--or to what extent--the areas destroyed by the hurricanes be rebuilt. The premise was that if we indeed are going into a cycle of more frequent and stronger storms, should areas wrecked by these storms be continually rebuilt on the taxpayers' dime?
It's one thing to look at vacation homes being wiped out, but a whole other thing when you look at entire towns being destroyed, or the enormous damage in New Orleans. The question extends up the entire east coast, where so many homes and towns are built at the ocean's edge and on barrier beaches. Given the cost to the country, what do people here think is the right approach?
