Sure you get some heat transfer up from below, but you have a much larger area to be losing heat - the entire perimeter (which should be similar to what is downstairs) PLUS the entire roof area.
I would investigate your attic insulation condition and if there isn't any, ask your landlord to install it or offer to install it yourself and take the cost of the install off of your rent (maybe spread across several months). I am going to offer this service to my landlord.
Not sure how I would calculate heat bills with one boiler and two separate tenants...
