because it's in the Adirondack Park they couldn't use salt on the roads at all. The practice was not to plow the roads bare, but to just a couple inches of snow--and sand the living daylights out of it. Until it wore off from traffic, a matter of a few days, it provided a decent surface and getting around was no biggie.
The less traveled roads did take a while to clear but since it was -30 F at night and maybe +10 F on a real warm day, nothing melted and ice really wasn't an issue.
