They were expensive than and considered a luxury for most folks. A standard tank heater could be had for under $20, but these things were $35 or so (in 60s $). A standard tank heater draws coolant from the block coolant drain, heats it and allows it to flow back into the block via a heater hose connection. They work much better than a block heater (freeze plug replacement).
At any rate, the kind we are discussing here (a tank heater with a pump - more or less) is well worth the money, although I still consider them a bit of a luxury. Imagine hopping in your car on a -25ºF morning, starting it and driving off without allowing any time for the engine to warm up.
A block heater or a standard tank heater work well enough to insure the engine is warm and won't suffer any cold weather damage. The one with the pump takes care of the passengers as well.
