I can see how it may not interface completely with the network. I don't know if it's illegal not to have E911 or not, but why wouldn't you want this potentially life-saving feature?
Also, the more up-to-date phones will get better reception and have way better battery time, sound qulaity, etc.
You can get a Kyocera or Nokia non-flip phone for $9.99 right now. Usually the more basic phone have basic ringtones, you probably wouldn't have to put up with insane ringtones.
