I didn't read the article but from your description it is obviously talking about the Jobs Bank.
There is a lesser known evil twin to this too, called "Full Utilization". Say you need some construction work done at a UAW represented site that requires a special skill set outside the broad range of the UAW Skilled Tradesmen and women. Before you can hire these specialist, some internal trades group will "claim" the work, saying it is actually within their classification. As a condition of Full Utilization you will have to pay the internal trades to NOT do the work, and the outside trades to actually perform it!
But wait, it is more painful than that! The "Full Utilization" clause will require you to pay ALL the Tradespeople within that classification, for 16 hours per day, 6 days per week, for the entire time the outside contractor is on the site! And some locations have 24/7 requirements for the entire month, or portion thereof, that a contractor is on the site!
You could pay 100+ people at 24 hour per day Overtime, 7 days per week, for an entire month, for a job they do not possess the skills to safely or adequately perform, just as a BRIBE, to allow a small crew of specialists to perform a 3 day specialty (and usually dangerous or exceptionally dirty) job!
And the UAW (as well as the automaker executives who agreed to this nonsense) have the audacity to expect public sympathy!
