At highway speeds, using the a/c is more efficient than driving with the windows down. It's a combination of more efficient a/c units and more aerodynamic cars. The drag of windows being down is more than the hit the engine takes from the a/c. That's with recent cars, of course, not older ones. Of course it's different at city road speeds, too. In stop and go traffic, the windows are better.
Yes, I did hear it on Car Talk once. A few months ago, I think.
